菲律宾移民局原先宣布今年10月起对在菲外籍人士采取新登记措施，要求在菲外籍人士在一年内到该局采集指纹、拍照，办理新推出的“特别安全登记号码(SSRN)”。但菲移民局在实际操作中要求办理签证延期的外籍人士必须先办好“特别安全登记号码“，这一强制推广措施让许多签证快到期的外籍人士措手不及，连日来被迫在菲移民局排长队苦等。菲移民局此前称，在菲约150万名外籍人士中仅有约20万人登记，对无证或逾期居留的外籍人士办理SSRN号码收费700比索，对新登记外籍人士办理外侨登记卡(I-CARD)收费50美元另加500比索，换发外侨登记卡收费20美元。

俄罗斯工作日或将缩至4天 工资保持不变
人民网莫斯科10月7日电 （记者 华迪） 据俄媒体今日消息，俄国家杜马劳动委员会发布消息称，俄罗斯工作日或将缩减至4天。
据悉，缩减工作日的倡议是由“国际劳工组织”（International Labour Organization）首先提出的，俄罗斯也在“国际劳工组织”成员之列。议员们认为，缩减工作日可以促进增加劳动岗位，增强员工健康，对周围环境发展产生积极影响。

From the air, though, the entire 360 degree circle of a rainbow is more commonly visible. Pictured here, a full circle rainbow was captured over Cottesloe Beach near Perth, Australia last year by a helicopter flying between a setting sun and a downpour. An observer-dependent phenomenon primarily caused by the internal reflection of sunlight by raindrops, the 84-degree diameter rainbow followed the helicopter, intact, for about 5 kilometers. As a bonus, a second rainbow that was more faint and color-reversed was visible outside the first.
